FDCs of the 11c Hayes Stamp of 1922
The 11-cent Rutherford B. Hayes stamp (Scott 563) was the first of a new series of ordinary postage stamps that were issued during 1922 and 1923. It was formally released on October 4, 1922 in a public ceremony at Hayes’ hometown, Fremont, Ohio. The date coincided with the one-hundereth anniversary of the 19th President’s birth date. The stamp was also made available on the same day at the Philatelic Stamp Agency in Washington, DC.
W. Irving Glover Michael Eidsness, Jr.
Third Assistant Postmaster General Glover, with the able assistance of Superintendent of Stamps Eidsness, significantly revamped the nation’s stamp program in 1922 and established the foundation for the birth of the modern FDC. His program included the creation and consolidation of the three policies mentioned below. Some of this had been practiced before, but not to Glover’s scope and extent. What part the Hayes stamp played in the program is also mentioned.
- Press releases of upcoming first day of issue information for all new postage stamps; not only for commemorative stamps, but ordinary and special service stamps as well. The Hayes stamp was Glover’s second new stamp and his first new ordinary stamp to receive this attention.
- The release of new stamps at sites of significance to the subject of the stamps. The Hayes stamp was the first new stamp under Glover and the first ordinary stamp to ever receive this attention.
- Public First Day ceremonies to formally introduce new stamps. The Hayes stamp had the first public First Day ceremony.
The following is a tabulation of the covers and their servicers found in an ongoing 60 year survey of Hayes FDCs. Note that the Fremont FDC servicers, other than Michael Eidsness, were first-time servicers while the Washington FDC servicers, with one exception, had serviced at least one earlier FDC issue. There is considerable similarity between the servicers of the Hayes Washington FDCs and those of the previous FDC issue, the 10 cent Special Delivery stamp of 1922 (Scott E12).
Note that several of the following covers were part of a single frame exhibit that received a platinum award at AmeriStamp Expo ’98 in Houston, Texas. It was the first FDC exhibit to ever win that award.
